This is a twilight or at least some inkling to show there is a little semblance of independence of justice or judicial side. Anyway this also reflect the high-handed action of the relevant authority in dealing with the opposition and the public. Maybe they are just too scared to face any dissenting voices and the people, got to remind them people are no more Ah Dao of the old days. They will tell the abusers to face the jugement by their votes soon enough!
